Phase 2 Housing Amendments: Market Solutions to Encourage Affordable and Workforce Housing Development
Since October 2021, TRPA staff and consultants have been examining the financial implications that regional and local development standards, including height, density (a.k.a., units per acre), coverage, parking, and setbacks, have on the development of affordable and workforce housing and attainment of Regional Plan goals that support redevelopment that improves treatment of runoff, reduces vehicle miles traveled, and enhances walkability. The Phase 2 Housing Amendments were developed based on input from the Tahoe Living Working Group, the Local Government and Housing Committee, RPIC, Governing Board, stakeholders, and the community.
